All-time high for iGaming revenue spurs overall increase

The Pennsylvania Gaming Control Board (PGCB) reported  that the combined total revenue generated from all forms of gaming, along with fantasy contests, during March 2024 was $554,625,294, an all-time monthly high eclipsing the previous high revenue month of December 2023 of $534,215,808.

The March revenue figure was also a 7.64% increase over the $515,278,831 revenue figure of last March.

Internet Casino-Type Gaming (iGaming) continued to be the driver for the overall growth with a 28.95% increase in revenue generated in March 2024 over March 2023.

Sources of gaming revenue regulated by the PGCB include slot machines, table games, internet gaming, sports wagering, fantasy contests and video gaming terminals (VGTs). The PGCB has posted separate reports for these types of gaming on its website, https://gamingcontrolboard.pa.gov/.

Total tax revenue generated collectively through all forms of gaming and fantasy contests was $229,566,989* during March 2024.

The following chart compiles all revenue generated in March 2024 by casinos, along with fantasy contests and VGTs operated by other vendors and includes a comparison to total revenue generated in March 2023.

Retail Slot Machine Revenue

This March’s revenue from the play of retail slot machines was $227,891,331, a 1.10% increase in revenue when compared to the $225,408,088 generated in March 2023.

The number of slot machines in operation in March 2024 was 24,886 compared to 25,643 at the casinos in March 2023.

March 2024, total sports wagering handle was $800,718,332 or 10.67% above the March 2023 total of $723,545,806.

At the same time, the taxable revenue figure for March 2024 was $45,581,570, or 10.00% lower when compared to March 2023, when taxable revenue was $50,645,259.

Tax revenue generated from sports wagering during March 2024 was $16,409,365*.

Video Gaming Terminals

Total adjusted revenue for March 2024 for video gaming terminals (VGTs) was $3,739,380, or 0.48% lower than March 2023 when revenue was $3,757,506. By the end of March 2024, all VGT Operators offered the maximum permitted five machines at 74 qualified truck stop establishments, compared to five machines at 66 establishments at this time last year.

PA Gaming Control Board Levies $20,000 in Fines

The Pennsylvania Gaming Control Board (Board) approved two consent agreements presented by the Board’s Office of Enforcement Counsel during its public meeting resulting in a total of $20,000 in fines against an operator of internet casino-type gaming and an operator of fantasy contests:

  • Stadium Casino RE LLC a $10,000 fine for offering unapproved college prop bets through its subcontracted Betway platform; and,
  • Crown PA DFS Inc., d/b/a DraftKings, also a $10,000 fine for permitting Pennsylvania players to access its “Reignmakers” fantasy contests after the Board had ordered the contests to be made unavailable in the Commonwealth.

Copies of the approved consent agreements offering more details on these matters are available upon request through the Board’s Office of Communications.

The next meeting of the Board is scheduled for 10:00 am, Wednesday, April 24, 2024, in the Board’s Public Hearing Room located on the second floor of the Strawberry Square Complex in Harrisburg.

PA Gaming Control Board Levies $212,500 in Fines

The Pennsylvania Gaming Control Board has approved three consent agreements presented by the Board’s Office of Enforcement Counsel (OEC) during its public meeting resulting in a total of $212,500 in fines against casino operators:

Mountainview Thoroughbred Racing LLC, two fines totaling $147,500:

  • A $97,500 fine for incidents occurring on Penn Interactive Ventures’ Internet Gaming/Sports Wagering platforms in which there were insufficient protocols that allowed for the creation, access and use of multiple online accounts using the personal identifying information of other individuals, the funding of accounts using stolen or fraudulently obtained payment devices, and the withdrawing of funds into account controlled by individuals conducting fraudulent behavior; and,
  • A $50,000 fine for three incidents at its Hollywood Casino York property in which individuals under the legal gambling age of 21 were able access the gaming floor.

The fine against Sugarhouse HSP Gaming LP for $65,000 was assessed for incidents at its Rivers Philadelphia Casino in which it:

  • failed to meet minimum staffing requirements for a period of 40 days; and,
  • failed to provide timely notification of a voucher theft to both the onsite Gaming Control Board staff and Pennsylvania State Police.

The Board also acted on petitions filed by OEC to ban three adults from all casinos in the Commonwealth for leaving minors unattended in order to engage in gaming activities:

  • A male patron was placed on the Involuntary Exclusion List after leaving a 9-year-old unattended in a vehicle with an outside temperature of 49 degrees in the parking lot of Presque Isle Downs and Casino in Erie County for 3 minutes while he gambled in the sportsbook;
  • A female patron was placed on the Involuntary Exclusion List after leaving three children, ages 4, 7, and 12, unattended in a vehicle with an outside temperature of 72 degrees in the parking lot of Presque Isle Downs and Casino in Erie County for 1 hour and 15 minutes while she gambled at slot machines; and,
  • A female patron was placed on the Involuntary Exclusion List after leaving a 12-year-old unattended in a vehicle with an outside temperature of 50 degrees at the valet entrance at Hollywood Casino at Penn National Race Course for 15 minutes while she gambled at slot machines.

The Board’s actions serve as a reminder that adults are prohibited from leaving minors unattended in the parking lot or garage, a hotel, or other venues at a casino since it creates a potentially unsafe and dangerous environment for the children. Leaving minors unattended at a Pennsylvania casino also subjects the offending adult to criminal prosecution in addition to exclusion from all Pennsylvania casinos. To complement the efforts by casinos to mitigate this issue, the Board created an awareness campaign, “Don’t Gamble with Kids”.

The Pennsylvania Gaming Control Board (PGCB) reported that the combined total revenue generated from all forms of gaming, along with fantasy contests, during January 2024 was $477,151,563, an increase of 2.72% compared to revenue generated in January 2023.

Sources of gaming revenue regulated by the PGCB include slot machines, table games, internet gaming, sports wagering, fantasy contests, and video gaming terminals (VGTs). The PGCB has posted separate reports for these types of gaming on its website, https://gamingcontrolboard.pa.gov/.

Total tax revenue generated collectively through all forms of gaming and fantasy contests was $195,226,186 during January 2024.
